The Checotah City Council convened on Monday, Jan. 13 in the Council Chambers at City Hall.
Donna Bitsche from the Oklahoma Water Resources Board (OWRB) presented a check for $881,650 to the Checotah Public Works Authority to be used toward infrastructure.
The Checotah Public Works Authority received a $881,650 water system loan from the Oklahoma Water Resources Board to improve its water infrastructure. The Oklahoma Drinking Water State Revolving Fund will finance the construction of upgrades and improvements to the water system. The loan comes with 100% principal forgiveness from matching funds.
The Rural Economic Action Plan (REAP) Grant Program is a point-based program designed to assist smaller communities that lack sufficient fiscal capacity. Priority is given to cities, towns, and municipalities with a population of less than 1,750, school districts with less than 525 students, and rural water and/or sewer districts with less than 525 non-pasture taps.

• Planning & Zoning: Chairman Mark McCullough announced the rezoning of the Durrett property and closure of an alleyway at Spaulding and Okmulgee, effective February 13, 2025.
• EMS: Director Justin Needham reported 124 calls and noted progress on equipment repairs and a potential new ambulance.
• Police: Chief Darren Glover highlighted nine arrests, 31 citations, and 71 traffic stops in December.
• Maintenance: Director Andy Burnett praised collaboration on snow removal and advocated for new equipment purchases.
• Emergency Management: Director Marcus Cunningham revealed the city’s strong standing in a competitive 911 Grant application.
• Projects Update: Mayor Tarkington commended city staff for their response to recent snowstorms and introduced plans for informational videos to keep residents updated on city projects.
• Wanda Williams, representing the CARD program, provided an update on the food assistance initiative at the Checotah Community Center, emphasizing its ongoing impact.
The Council advanced several measures, including: Water rate ordinance: Approval for the city attorney to draft a proposed water rate increase ordinance.
Employee benefits: Renewal of the AirMed program for employees at $75 per year.
Appointments: Mike Wilhite was appointed to the Recreation Board.
Enhanced reporting: Departmental reports will now precede regular Council meetings for improved transparency.
Tax rebate agreement: Approval of a rebate agreement with Bealls Department Store.
Maintenance equipment: Authorization for the purchase of a vehicle and equipment for the Maintenance Department, not exceeding $88,672.
Budget amendments: Amendments to the General Fund were approved.
Discussion regarding an agreement between the city and Horsepower Nutrition was tabled. No action was taken.
